IT'S
MISSION AND STRUCTURE
The mission
of the Building Owners and Managers Association of California (BOMA
Cal) is to preserve and promote the interests of California commercial
real estate professionals through legislative and regulatory advocacy.
BOMA
Cal is an association of associations. Each of California's
eight metropolitan BOMA's (San Diego, Orange County, Inland
Empire, Los Angeles, Silicon Valley, San Francisco, Oakland
East Bay, and Sacramento) are the members of BOMA California.
Each metropolitan association nominates three of its individual
members to represent that association on the BOMA Cal Board
of Directors. In turn, the BOMA Cal Board elects four of its
members to comprise the state association's Executive committee.
Therefore, every BOMA member in California has a voice in the
setting of policies of BOMA Cal vis-à-vis their local
association representation on the state association's governing
board.
The
BOMA Cal Board of Directors meets four times a year in different
locations around the state. The Association's budget is funded
by dues and assessments from each metropolitan BOMA, based on
each Association's proportional share of statewide BOMA membership.
Meetings are duly noticed and agendized. The Board has empowered
the BOMA Cal Executive Committee to make certain decisions when
necessary between regular Board meetings.
BOMA
Cal was created in the 1980's when representatives from several
metropolitan BOMA's found themselves in Sacramento at the same
time, testifying on the same legislative issues affecting the
commercial real estate industry. In an effort to have the industry
speak with one unified voice, in a cost efficient manner and
with greater authority, the leaders of several of the local
associations decided to create BOMA California.
In
1988, BOMA Cal hired a professional lobbying firm to represent
its interest. Heim Noack Kelly and Spahnn carried the BOMA
Cal message to state legislators and regulators until 2002.
In December 2002, Mr. Les Spahnn established his own firm,
L. Scott Spahnn & Associates, and Mr. Spahnn and his staff
now handles the day-to-day administrative duties and lobbying
for BOMA Cal.
To
date, BOMA Cal has been effective on a wide variety of issues
including forced access by telecommunications companies, energy
deregulation, split roll property taxes, mandatory statewide
fire sprinkler retrofit requirements, toxic mold liability,
enhanced disabled access requirements, and much, much more.
