ASHRAE Standard 90.1 - Energy Efficiency 

BOMA Position

ASHRAE Standard 90.1-1999 constitutes a far-reaching series of energy efficiency requirements. As buildings and their systems differ considerably in age, size, location, and climate, BOMA International opposes a “one size fits all” approach. Systems installed in existing buildings should not be expected to meet the same energy efficiency levels as can be designed into new buildings. BOMA also seeks to preserve building owners’ options in selecting the energy-related systems or components that best meet their needs.

Background

The work of revising Standard 90.1-1989 started in early 1990, shortly after the 1989 version of the standard was published. The task faced by the Standard 90.1 Project Committee was to develop an energy standard that could be utilized for every type and size of building, was applicable for all 50 states, and had consistent economic parameters as its justifying basis. The target they selected was a 15% reduction in source energy use via the release of a revised version of 90.1-1989.

BOMA International has continuously advocated that for any revisions to be acceptable to commercial real estate, basic business investment principles must be observed. Furthermore, energy efficiency provisions should address buildings, especially existing properties, in a manner that is reasonable, achievable, and cost-effective. BOMA’s advocacy efforts have saved building owners substantial sums by eliminating the most onerous proposals relating to existing buildings. BOMA International is fortunate to have William G. Holy, P.E., and Ernest Conrad, P.E., as BOMA's representative and alternate on the committee.

Recent Activity

The ASHRAE Board has placed standard 90.1 on “continuous maintenance,” and new proposals will be addressed one at a time. Bill Holy, Ernie Conrad, and BOMA International’s working group will continue to monitor any proposed changes.

Action Requested

BOMA members, especially those with expertise on energy from an engineering or an operational perspective, are encouraged to serve on BOMA International's working group to advance the industry's concerns.
